I have the problem with one page that the text displayed in Goggle in line 2 does not match my title, which I specify in MODEX. What can be the reason?

That’s not how I see the result in Google:
It looks like Line 1 is from your H1 tag:
<h1 style="font-size: 30px;">RECHTSANWALTSKANZLEI BOCK</h1>
and Line 2 from your first paragraph [guessing this might have changed recently as it is slightly different]:
<p>Unsere Kanzlei hat ihren Sitz in Willich mit zentraler Lage zu Düsseldorf. Wir haben uns auf den Datenschutz spezialisierte und führen bundesweit Datenschutz-Audits ......</p>
Although - that result is for the domain www.ra-bock.de - not ra-bock.de
It’s generally considered good practice to force either www or no www for your site - especially where Google is concerned. You can do this in your .htaccess file in the root of your site.
That aside, all the page results I see on google.co.uk and google.de look healthy.
Can you confirm what Google site you are using and what your search term was?
