Cannot Use or Access TV - RESOLVED

Starting a new project and just did a Fresh/Clean Install.
For demo purposes for a new person, I created a very simple TV using Text Field. From the TV creation Page, I cannot assign a Template from this step. But I can go to the Base Template and assign TV access there. When I click on the TV, All I get is the TV creation page specifically directed to the ACCESS Permissions tab. There are no templates listed at all.

We have done this hundreds of times and never seen this.

Modx V: 3.05.TPL with PHP 7.4.

Help please.

Do you just get an empty grid?

When you open the developer tools in the browser and go to the “Network” tab, and then click the “Refresh” button (⟳) below the grid (in the MODX manager), a new request should appear (in the developer tools). Is that request successful? What is the response code and data?
