Fresh install of 3.0.1
Manager screen without stylesheet. The stylesheet is there on the server, this is what the link to ext-all-notheme-min.css
says:

You don't have permission to access this resource.
Did you check if the file permissions are correct? 0755 for folders and 0644 for files.

The file permissions were 0626, changed them to 0644, and now it’s working. Folder permissions were 0755, so oké. Are the file permissions for all the files 0644? No security issue here?

0644 just means that everbody has read permission (and the owner also write access).
With 0626 everyone has write permission. That seems less save to me.
I see on my installation that the permission for the file core/config/config.inc.php is different (0600).
(I believe it is the only file that is more restricted, but I could be wrong.)
